Based on feedback gathered from the pre-meeting consultation, and the agenda for the Directing Council, it was decided that the focus of the declaration would be on access to healthcare, linked to the post 2015 development agenda. A draft was developed and shared with participants prior to the meetings in Mexico and was further developed based on discussions and debates during the meeting. The statement focused on universal health coverage (UHC) as crucial in the provision of services and treatment for patients across the region and called for WHO and PAHO to clearly define UHC and support Member States to scale up the development of this. The main call in the statement however was to ensure that UHC strategies are developed to be patient-centred.
“Achieving universal health coverage and access to essential quality medicines are the pillars of effective primary healthcare. Only through a patient-centred approach will WHO be able to capitalise on the achievements we have made so far in providing better access to healthcare.” Paragraph from the declaration.
During the Multi-stakeholder seminar Dr. Oleg Chestnov, Assistant Director-General in Non-communicable Diseases & Mental Health at the World Health Organization (WHO) also shared a statement specifically developed for the seminar which shared information on global strategies to address NCDs.
